Data & Analytics — Governed BI Platform

Cross-hospital performance visibility for HSE Dublin and Midlands

Standing up a governed, cloud-based BI platform and analyst service across five hospitals — with permissions, data models and reporting controls that let a region of 820,000 people see performance safely at both hospital and group level.

The challenge

HSE Dublin and Midlands Health Region comprises five acute hospitals, a maternity hospital and a cancer treatment hospital, serving a population of 820,000. Each year its almost 12,000 staff handle over 200,000 emergency department attendances, more than 120,000 inpatient and day case admissions, 600,000 outpatient attendances and over 9,000 births.

The region needed a consistent view of operational performance across those hospitals. Some sites had no healthcare business intelligence capability at all, and there was no standardised basis on which to compare performance, tackle waiting lists or address emergency department wait times.

Any solution had to bring highly sensitive patient administration and clinical data together in one place — which made access control, permissions and governance every bit as important as the analytics themselves.

Our approach

MedModus deployed its cloud BI platform and analyst service across four acute hospitals and a maternity hospital. Data from disparate Patient Administration Systems, ED systems and other clinical systems was consolidated into a single data warehouse, and sophisticated data models were built as a governed, consistent basis for reporting.

Governance was designed in from the start. A permissions system ensures information reaches each level of the organisation strictly on a need-to-know basis, with separate group-level and hospital-level web portals so a hospital sees its own detail while the region sees the standardised comparative picture.

Where full automation was not immediately possible, forms functionality was deployed for controlled data collection rather than leaving gaps to be filled by uncontrolled spreadsheets.

The solution

A comprehensive suite of healthcare analytics dashboards covers activity, patient wait times, bed management and quality of care. Automated email reports deliver daily situation reports to group and hospital management, and hourly and daily performance information reaches the people who act on it without anyone having to compile it.

Power users are given governed access to the underlying data models via Excel so they can build their own analysis without breaking the single version of the truth. Alongside the platform, a responsive analyst service answers ad hoc analytical requests — combining a managed platform with managed expertise.

“The MedModus BI platform saves me a lot of time. It is very informative and provides operational guidance to me day to day. I can also rely on their team of healthcare data analysts to respond to my questions quickly.”
